Los Angeles Drinks Three Different Waters (And Your Windows Know It)
Ask whether Los Angeles water is hard and you will get a confident answer that is wrong for roughly half the people who hear it. Southern California sells three different waters, and the mineral load between the softest and the hardest differs by a factor of about two and a half. Which one reaches your tap depends on your pressure zone.
For most household purposes that is a curiosity. For glass it is the whole story, because mineral is what turns a cleanable film into permanent etching.

Recent LADWP reporting put it around 112 milligrams per litre. It reaches most of the City of Los Angeles, including the San Fernando Valley and the western Westside.
What it does to glass
Hard-water restoration is genuinely uncommon on this water. Where we find mineral etching on it, the source is nearly always specific and local: one sprinkler head, a pool splash-out, a fountain, or a pressure-washer rinse left to bake dry in the sun. That makes it preventable, which is a very different conversation from a restoration schedule.

What it does to glass
Mineral is the dominant deposit, and it is aggressive. On coastal elevations it bonds into the damp salt film already on the glass and produces a composite deposit that survives an ordinary wash entirely. This is the water behind most of the permanent etching we find in the region.

The highest rate of permanent glass etching in the metro, and also the most preventable, because the mechanism is nearly always a sprinkler head rather than the tap itself. Combined with seven months of no rain and afternoons past a hundred and ten inland, a wetted pane dries in minutes and the calcium has nowhere to go.

Why This Matters More Here Than Anywhere Else
Hard water is common across the American west. What makes Southern California different is what happens after the water lands on the glass.
Downtown Los Angeles averages 14.25 inches of rain a year on the 1991 to 2020 normal, and takes nearly all of it between December and March. For roughly seven months nothing rinses anything. Meanwhile landscape irrigation runs twelve months a year, because the landscape would not survive otherwise. So a sprinkler head that clips a pane deposits mineral roughly 150 times across a single dry season, with no dilution at any point.
Then there is the sun. A wetted pane in Southern California afternoon sun dries in minutes. There is no opportunity for the deposit to run off before it sets, and inland, where summer afternoons run past a hundred and ten, the setting is faster still and the UV load bakes each layer in.
That combination is why irrigation overspray, rather than salt, smog or dust, is the leading cause of permanent glass damage across this metro, and why the most useful thing a window cleaner can do here is point at the sprinkler head rather than sell you the restoration again next spring.
How to Tell Whether Your Glass Is Etched
Soak the pane thoroughly. Surface mineral largely disappears while the glass is wet and reappears as it dries. Etching stays visible even when the glass is soaked, because the damage is in the surface rather than on it.
As a working rule, deposits under about five years old restore fully, five to ten improve substantially, and a decade of buildup in this sun is frequently permanent. Anybody quoting removal without first testing an inconspicuous section is guessing with your money, because the difference between those outcomes runs into thousands of dollars on a house with a lot of glass.
One More Water Nobody Mentions
There is a fourth supply in this region and it is not for drinking. Recycled water, distributed through the purple-pipe network, irrigates a large share of the public and commercial landscape here. Irvine Ranch Water District pioneered it in the early 1980s and now runs 572 miles of purple pipeline to more than six thousand metered connections, covering roughly eighty percent of the public and commercial irrigated landscape in its service area.
Recycled water is safe, it is the correct use of the resource, and this is not an argument against it. It is an argument about deposits. Recycled supply carries a higher dissolved-salt load than potable, so where an association head overshoots onto a wall or a ground-floor window, what dries there is more stubborn than anything your own hose leaves. It is also not your sprinkler, which is why so many homeowners in master-planned communities spend a season adjusting their own system while the same stain keeps returning.

It depends which supply reaches your pressure zone, and the difference is large. LADWP's Los Angeles Aqueduct water, Eastern Sierra snowmelt out of the Owens Valley, has run around 112 milligrams per litre, roughly 6.5 grains per gallon. The LADWP zones supplied with purchased Metropolitan water, including the Harbor and Eastern zones, have averaged around 270 to 272 milligrams per litre, close to 16 grains. Does hard water actually damage windows or just spot them?
Both, in sequence. At first the mineral sits on top of the glass and a controlled acidic restoration removes it completely. Over years of repeated wetting and drying, calcium carbonate begins etching into the silica underneath, and at that point the surface is physically pitted and no chemistry restores it. As a working rule, deposits under about five years old restore fully, five to ten improve substantially, and a decade of buildup in Southern California sun is frequently permanent.
How do I find out which supply I am on?
Your water utility publishes an annual consumer confidence report, and hardness is in it. If you are in the City of Los Angeles, LADWP reports by supply source and by area rather than as a single citywide number, which is exactly the point. If you would rather not read a report, the practical test is your glass: soak a spotted pane, and if the marks largely disappear while wet and return as it dries, you have surface mineral rather than etching.
Would a water softener stop the spotting on my windows?
For water that comes from your own tap, yes, meaningfully. The problem is that most landscape irrigation is plumbed off a line that bypasses household treatment, and irrigation overspray is what actually puts mineral on your windows. Check what feeds your sprinklers before spending money on that basis, and check whether the spray is even yours: recycled water on association common landscape carries a higher dissolved-salt load than potable and is outside your control entirely.
