Why do my brand new windows have a haze that will not come off?
It is construction fines — cement, stucco, gypsum, or mortar dust that landed on the glass, got damp, and cured. It is not loose dirt, and household glass cleaner will not lift it. The single most important thing to know is what not to do: never wipe it dry. Those particles are harder than glass, and dragging a dry cloth across the pane grinds them into the surface and leaves permanent fine scratching that shows in every low-angle light for the life of the window. It needs a flooded pass with real dwell time before anything with an edge touches it.

Properly done, construction haze comes off completely and the glass ends up genuinely clear. Done wrong, it becomes permanent scratching — and that is the actual risk on a new build, where the glass is expensive and under warranty. The correct method is flooding the pane and giving the material time to release, then blade work only where required and always wet, after testing an inconspicuous corner to check how the glass responds. If a pane already carries scratching from a dry wipe or an untested blade, that damage is permanent; polishing can reduce it but usually introduces optical distortion on large panes.
Cutting, mixing, sanding, and spraying during construction all generate airborne mineral fines. Those particles travel well beyond the property line and settle on any horizontal or near-vertical surface, including glass.
Dry fines rinse off easily. The problem starts the first time they get damp — from dew, rain, or a hose — because cementitious material hydrates and then cures. Once cured, it is chemically bonded to the surface rather than resting on it.
Stucco and mortar spatter is the same problem at larger scale: a droplet that lands and sets is a small piece of masonry stuck to your window.
Modern tempered safety glazing complicates the fix. Tempering ovens can leave microscopic fabrication debris fused into the glass surface, and a razor blade run across that debris drags it and produces scratching that then gets blamed on the cleaner.
Post-construction cleaning costs several times a maintenance clean, and it should. It is more labor per window, it carries real liability on expensive new glazing, and it often needs two visits — a rough clean once the messy trades finish and a final clean after the last of the finish work. Builders who schedule both consistently get better handovers than those who try to do it in one pass at punch list.
Possible with discipline, risky without it. Flood the glass generously and let it sit — the water is doing the work, not the cloth. Use a soft, clean, non-abrasive pad and keep the surface wet the entire time. Never dry-wipe, never dust, and do not reach for a razor unless you have tested a hidden corner first and the glass is wet. If you see any scratching begin, stop immediately; it does not improve with more effort. And if the windows are new and under warranty, the cost of a professional post-construction clean is small next to the cost of a replaced pane.
Removing it once is half the job. This is the half that determines whether you pay for it again next year.

It can, and that is the main reason to be careful. Cement and stucco fines are harder than glass. If you keep the pane flooded the entire time and never let a cloth or blade touch dry glass, the risk is low. The moment you dry-wipe it, you are running abrasive particles across the surface.

Tempered glass — which most modern residential safety glazing is — can carry fabrication debris fused into the surface from the tempering oven, and a blade drags that debris and scratches. Test an inconspicuous corner, always work wet, and stop at the first sign of scratching.
Usually because it was treated as a wipe-down rather than a post-construction clean. Cured fines need flooding and dwell time; a quick wipe removes the loose layer and leaves the bonded one, which is what you are still seeing. It is generally still removable at that stage.
The haze itself, no — it is site contamination rather than a product defect. Scratching caused by improper cleaning is also generally excluded, which is precisely why the dry-wipe mistake is expensive. Manufacturers do sometimes cover fabrication-debris scratching, so if scratches appear during correct wet cleaning, document it and raise it with the supplier.
